New Jersey Highway Work Zone Project

Overview: A major component of this Partnership is safety hazard awareness training for state and local police and DOT staffers. The agreement calls for contract language requiring commitment to safe practices to bid on state-funded highway work. OSHA provides outreach to contractors and training to state personnel, and all partners work together to identify and correct hazards.

Results: Work zone safety conferences were provided to stakeholders. The annual 1-day conference included training sessions for approximately 300 attendees. The conferences are held for professionals and contractors. The number of annual attendees continues to grow.



New Jersey Pilot Silica Partnership

Overview: Several major highway construction contractors, unions representing their employees, and government agencies have partnered to control silica hazards in the heavy highway construction industry. The primary goals are to establish comprehensive contract language regarding employee protection from silica-laden dust, and to increase statewide employer and employee awareness of silica hazards and control.

Results: Training was provided to employers involved in the partnership on the hazards of crystalline silica exposure. Training was also provided at each quarterly meeting of participants. In addition, as a result of the silica partnership, the Laborers Locals 172 & 472 have developed silica awareness training that is being provided by the Laborers Union SET Training Centers for their members.

 

National Park Service (NPS) - Fire Island National Seashore

Overview: In response to the highest injury rate in the Department of Interior, the Park Service has partnered with OSHA to improve safety and health management systems and reduce illness and injury rates. Specific goals/objectives of this partnership were to: improve the safety and health management systems at the park; reduce the injury, illness and lost time case rates; create and maintain positive relationships and effective communications between the park and the local OSHA Area Office; build models of excellent safety and health management systems and identify best practices to foster improvements in worker safety and health at other parks not covered by the agreement; attain a stronger commitment to, and awareness of, workplace safety and health by NPS management and employees; improve relationship between NPS and OSHA at the national and local levels; and, try to qualify to participate in OSHA's Voluntary Protection Programs (VPP).

Results: Under this Partnership, 50 employees and 15 supervisors have been trained by OSHA and the in-house safety director. Much of the training involved methods of protection against contracting viruses from insects, birds and animals.

Overview: Approximately 10 prime contractors and more than 200 subcontractors are involved in the construction of the new courthouse annex and rehabilitation of the present courthouse tower. The Partnership goal is to reduce work-related fatalities and serious injuries by encouraging contractors to improve safety and health performance. The Partnership will work to identify institutional safety problems that can be analyzed and abated, develop criteria for model contractor safety and health management systems, and make new educational material available to all participants.

Results: This Partnership's overall safety and health management system was enhanced in 2003 through improvements to employee involvement, site hazard identification and abatement, extensive training on job site hazards, and the use of the expertise offered by URS Corp's safety and health contractor, which included training on OSHA 10-hour and 30-hour classes, to foremen and employees. New York State Consultation provided training on hazard abatement during its consultation visits. The Partnership conducted 300 self-inspections, which resulted in the identification and abatement of 500 hazards.

Overview: Yonkers is the primary contractor for the reconstruction of Interstate 87/287 from Tappan Zee Bridge to Saw Mill River Parkway Project, in Elmsford and Tarrytown, New York. The Partnership calls for the implementation of a safety and health management system that will cover Yonkers and also the anticipated 20 subcontractors. The primary goal is to reduce injuries by 3% each year. Special emphasis is being placed on reducing exposures to silica.

Results: This Partnership's total case rate decreased from 5.0 in 2002 to 4.2 in 2003. In 2003, partners provided various training, such as job site safety meetings, safety tool box meetings, weekly site safety meetings, lead awareness, scaffolds, fall protection, personal protective equipment, silica, and excavations. Training was provided to over 185 employees and 60 supervisors. The employer's safety and health management system was enhanced through improvements to employee involvement, hazard identification and abatement, extensive training on job site hazards, and the utilization of the expertise offered through Mt. Sinai / Hunter College Construction Hygiene and Ergonomics Research Project: Blueprint for Lead and Silica Hazard Controls.



Horizon Lines - Puerto Rico

Overview: This Partnership aims to reduce injuries and illnesses by 3% each year from the baseline year of 2001; increase site-specific training for employees' representatives and members of the safety committee; and strive for and submit an application to OSHA's Voluntary Protection Programs (VPP) within 2 years.

Results:
This Partnership's three-year (2001-2003) total case rate is 15% below the national average. More than 48 employees and 29 supervisors have received training in areas such as forklift safety, first aid, office safety, and the OSHA 10-hour course. Additionally, the site performed a self assessment using the VPP report format, and has developed a plan to address deficiencies and improve their safety and health management system.

Overview: Bovis Lend Lease will encourage New York City construction contractors to improve their environmental, health and safety performance and strive to eliminate serious accidents in the construction industry. Contractors will work toward a rate of 50% below the national average and 10% additional annual reductions thereafter. The Building Trades Employer's Association and the Building and Construction Trades Council will provide the framework for encouraging positive safety and health changes within the New York City construction industry.

Results: This Partnership has experienced a 58% reduction in its total case rate from 2002 to 2003. All employees have been provided onsite orientation training. Over 600 employees and 38 supervisors have attended training sessions such as the OSHA 10-hour and 30-hour classes. The general contractor, Bovis Lend Lease, has assisted approximately 25 subcontractors with their onsite safety and health management systems.

Results: From January 2003 to December 2003, this Partnership's days away rate percentage was 93 percent below the National average for their SIC code. Also, the total case rate was 89 percent below the National average for their SIC code. The Partnership has implemented an onsite incentive program for employees and sub-contractors for safe workplace practices. Each site under this Partnership conducts daily safety inspections and immediately corrects identified hazards.

Overview: This Partnership aims to develop a model for improving the safety and health performance of refinery based maintenance and construction contractors. The Partnership intends to establish a heightened awareness of job site safety practices among all employees and to provide site specific training. Triangle is working toward achieving a 20% reduction in its OSHA Recordable Incident Rate.

Results: The hydroblast crew was trained in the use of ultra-high pressure Aqua DyneŽ hydroblast equipment by the manufacturer's representative, including lecture and field demonstration of equipment. The Triangle Safety Department also meets regularly to discuss any problems being encountered in the field and what assistance is necessary to bring the situation to a close.

Overview: Contractors at the Ravenswood Project will be encouraged by Slattery to adopt safety and health management systems that effectively promote cooperation, identify organizational problems and corrections, and provide for the appropriate level of training to reduce construction illnesses and injuries.

Results: During the period of January 2003 to April of 2004, more than 430 training sessions were provided, affecting over 3,000 employees in this Partnership. The sessions covered such topics as falls, electric safety, and struck by/caught between safety. Employees have received 8 training sessions from OSHA. At the site, over 200 self-inspections were completed by partner staff, which resulted in over 4,000 identified hazards being corrected or abated. The total case rate was decreased from a baseline of 13.1 percent to 9.3 percent during a three-year period covering 2002-2004. The Partnership's days away rate percentage dropped from a baseline of 3.4 to 2.6, showing a smaller number of days employees were away from the worksite due to injury.

Overview: Slattery Skanska is the general contractor responsible for building a 500 mega watt power plant under the auspices of the New York Power Authority. Overview: This Partnership will facilitate the process of identifying project safety and health hazards, develop effective safety and health management systems to prevent hazards, establish performance goals and specify plans to achieve them, promote cooperation in hazard control implementation, and measure success and learning from the process. The goal of the Partnership is to reduce the rate of injury and illness by 20% by 2008 (4% reduction per year). Other goals are zero fatalities, the elimination of the 4 primary causal factors of construction fatalities (falls from elevation, electrical, caught-between and struck-by hazards), and attainment of a project days away rate 50% below the national average for the construction industry by reducing this rate 10% per year for the duration of the project.

Results: Every Wednesday at 6:00 AM (prior to the start of work), all employees attend a safety training session on various pertinent subjects. Training lasts fifteen minutes to a half hour. Also RCC participated in two NJDOT Highway Workzone Conferences. They gave a speech at one of the conferences along with OSHA regarding the benefits of the Partnership Program.

Slattery Skanska, Inc. is acting as the general contractor to complete an extension and improvements to Route 18 in Piscataway, NJ. The site is owned by the NJDOT. The overall goal of this Partnership Agreement is to support and facilitate the DOL/OSHA Strategic Management Plan, Goals 3.1C and 3.1D, to eliminate workplace fatalities in construction by 15% by 2008 (3% reduction per year) and reduce workplace injury and illness by 20% by 2008 (4% reduction per year). The Partnership agreement will also result in a reduction of associated worker's compensation costs.

Results: Employees attend a safety training session (toolbox talk) on various pertinent subjects daily. Programs include safe work practices, emergency response/action plan, safety meetings, fall protection, and respiratory protection.

Overview: The Weehawken Vent Shaft project is located in Weehawken, New Jersey. The scope of work on the project includes, but is not limited to, the following: demolition, excavation, proper transportation and disposal of contaminated materials identified in the contract, rough grading of the alignment and station areas, preliminary storm water management, installation of sediment and erosion control measures, concrete forming and placement, structural steel, heavy rigging, pipe and casing welding, and associated construction activities. It is anticipated that, at its peak, 4 contractors will employ more than 40 trades-people on this project. There are labor agreements between Slattery Skanska Inc. and Labor Unions (through the General Contractor's Association (GCA)) that will govern construction work on the project. The goal of this Partnership is to develop a contractor/government partnership that will encourage construction contractors to improve their safety and health performance while striving for the elimination of serious accidents in the construction industry, and to recognize those contractors with exemplary safety and health management systems. Expected outcomes of the Partnership include: developing criteria for a model contractor safety and health program and making new safety and health materials available to all contractors.

Overview: This Partnership covers the construction of a 24 story, 300,175 sq ft residential Green Building design. The unique design of this building will include Photo Voltaic Panels, a Vegetated Roof and a Heliostat Reflector. The goals of this Partnership are to: develop a contractor/government relationship that will encourage local construction contractors to improve their safety and health performance; strive for the elimination of serious accidents, including the four primary construction hazards (falls, electrical, caught in/between, and struck-by); increase employee training; recognize those contractors with exemplary safety and health management systems; and, assist them in obtaining the following objectives: reduce the number of incidents that have the potential to result in worker injury/illness, property damage, and environmental impact to the lowest reasonable level; ensure 100% compliance with project-required incident prevention activities; attain zero fatalities and zero exposure of employees to fall hazards greater than 6 feet above a lower level; attain a project LWDII rate 25% less than the national average and once attained to further reduce incident rates by 10% per year for the duration of the project; conduct a gap analysis of all participating contractors' site-specific safety and health management systems; and, foster a sustainable working relationship between the partners and other entities involved in this project.

Results: All employees were trained in site S&H requirements through onsite orientation training with the designated safety manager. Additionally, an outside consultant came to the site to provide instruction on fall protection. This instruction was to supplement the training already received as part of the superstructure concrete subcontractors normal safety program.

Overview: This agreement was developed to implement a statewide industry partnership between the construction industry, labor, and government that will encourage New Jersey's con­tractors to improve their safety and health performance, assist them in their efforts, and recognize contractors with exemplary safety and health programs. The partnership will be available to all heavy-highway, marine, utility, and environmental remediation contracting firms that are members of the Utility and Transportation Contractors' Association of New Jersey (UTCANJ). Implementation of this agreement is expected to result in decreased serious injuries, illnesses, and fatalities for participating contractors and improvement of the participant's existing safety and health programs. The goals of this partnership are to: reduce by 4% annually the number of injuries and fatalities affecting participant employers, with an emphasis on reducing injuries and fatalities resulting from the four focused construction hazards (falls, struck-by, caught-in\between, and electrocutions), decrease workers compensation costs for participating contractors, increase the implementation of effective contractor safety and health programs, increase accessibility to quality safety and health training and education, thereby raising safety and health awareness for both employees and contractors, provide OSHA 30-hour training to all field supervisory employees of participating contractors, throughout the term of the partnership, and provide OSHA 10-hour Construction Safety & Health course to a minimum of 10 % of all workers per year throughout the term of the partnership.

Results: Both OSHA and other partner employers participated in a partnership day seminar given jointly to members of the UTCA, AGC, and BCA. Also, training was provided to UTCA members at their annual safety seminar.

Overview: This Partnership aims to eliminate serious hazards and achieve a high level of worker safety and health for employees engaged in roadwork on the upgrade/reconstruction projects at the intersection of Union Road and Walden Avenue in Cheektowaga, New York, and the reconstruction of Main Street from Hertel Avenue to Bailey Avenue in Buffalo, New York. The goals of this Partnership are to: implement strategies to eliminate serious accidents, including the four primary construction hazards (falls, electrical, caught in/between, and struck-by), and illnesses associated with employee exposure to crystalline silica; develop a contractor/government relationship that will encourage local construction subcontractors involved in the projects to improve their safety and health performance; encourage employee safety and health training; and recognize those subcontractors with exemplary safety and health management systems.

Results: The safety and health of employees is of the utmost importance. There were no recordable injuries at this time. Employee training requirements of the program have increased the knowledge of safety issues and allowed vast improvement in the recognition of hazards in the work place.

Overview: Edward Kraemer & Sons, Inc. is the general contractor for the Troup Howell Bridge Replacement Project in Rochester, New York. The Project involves building a new foundation under the existing Troup Howell Bridge, a new I-490 entrance ramp at Byron Street, and the removal and rebuilding of the south and north sides of the bridge. The goals of the Partnership are: to develop a contractor/government relationship that will encourage local construction subcontractors involved in this project to: improve their safety and health performance; implement strategies to eliminate the four primary construction hazards (falls, electrical, caught in/between, and struck by); and recognize those subcontractors with exemplary safety and health management systems.

Results: Each foreman conducts a daily Total Efficiency Attainment Meeting (TEAM) with the crew discussing work activities, material and equipment needed, hazards and methods of mitigating them for the work at hand each day. There is continuous dialogue with the crew including methods, production rates/goals, safety, and any inspection items or incidents from the previous day.
