I. Alliance Background

II. Overview
Provide Career and Technical Centers and Vocational Technical Schools within the Commonwealth of
Pennsylvania with information, guidance, and access to training resources that will help them
enhance faculty and students (youth) health and safety education so as to reduce and prevent school
related injuries and illnesses today and to these future employees of American workplaces tomorrow.
Work to provide the opportunity for all Career and Technical Centers and Vocational Technical
Schools to have authorized trainers/instructors within their faculty to provide workplace safety and
health training programs (OSHA 10 hour and/or OSHA 30 hour training) to the students attending these
career and technical/vocational trade institutions/schools, prior to entering the American
workforce.

III. Implementation Team Meetings
Telephone calls and e-mails between OSHA and PA. Dept. of Education to organize 2007 and 2008
Train-the Trainer workshops for educators. Follow-up phone calls from PA CAS to technical schools
advertising Train-the Trainer classes in 2007 and 2008.
IV. Outreach and Communication
Outreach conducted throughout the year to Pennsylvania instructors at education conferences and to
vo-tech students in the classroom. Some examples include: (1) Presentation to eight
vocational/technical instructors at the Industrial Technical Education Center (ITEC). The CAS and
the instructors also developed a list of about 10 topics for the CAS to present to the ITEC
students. (Mar. 2007); (2) Class taught at Schuylkill Haven High School for 15 senior students in
the Schuylkill County Workforce Development Program. Topics included OSHA rights and the common
causes of injury and illness for teenage workers. (Apr. 2007); (3) CAS spoke at the annual
Pennsylvania Cooperative Education Association (PCEA) conference on October 24, 2007 at Penn State
University. PCEA is comprised of the co-op instructors from the Career Technical Centers and the
high schools. The CAS provided an OSHA overview focusing on youth outreach, reviewed OSHA resources,
and discussed how to use and find the appropriate safety regulations. (4) On August 6, 2007, the CAS
gave an eight-hour presentation to the Pennsylvania Department of Education staff and Pennsylvania
Chapter 339 auditors. The CAS reviewed the 1910 and 1926 standards and visited the various
vocational education shops at Cumberland Perry Vocational Tech. The goal of the session was to teach
the group about the OSHA standards to better enable them to inspect the various Career Technical
Centers in Pennsylvania. (5) In support of the Alliances with the Pennsylvania Department of
Education (signed March 1, 2006) and the Lehigh Career and Technical Institute (signed August 27,
2003 and renewed November 17, 2005), provided outreach on youth safety at the Integrated Learning
Conference Penn State University on November 6, 2007. (6) Pittsburgh CAS provided safety and health
information to the VoTech Instructor who teaches building trades/maintenance crafts to students. The
instructor has a class of twenty-five students. The information provided to the instructor for
implementing into the safety curricula where as follows: Fatality statistics, frequently cited
standards, machine guarding booklet, construction pocket guides, small business handbook. The
information was well received and all questions were answered to the satisfaction of the instructor.
The instructor is a member of the PSEA (Pennsylvania State Education Association) Union.
V. Training and Education
PA Bureau of Career and Technical Education, with financial support from Penn State, sponsored two
OSHA Train-the-Trainer workshop series for the OSHA 500 and OSHA 501, which were designed to allow
PA instructors to become qualified to train and issue the OSHA 10-Hour card to their own vo-tech
students. The workshop held from June 18-21, 2007 was taught by KOSH at the Cumberland Perry AVTS,
and the one held from June 16-19, 2008 was taught by West Virginia University at the Berks County
AVTS. OSHA CAS attended both series to show support and to answer questions.

VI. This alliance has expired; however, the PA Dept. of Education has expressed
interest in renewing sometime in 2008-2009.
