AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE U.S. DEPARTMENT OF LABOR
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION

The Occupational Safety and Health Administration (OSHA) and American Friends Service Committee Immigrant Rights Program (AFSC)
recognize the value of establishing a collaborative relationship to help reduce the number of Latino workers killed and
injured in work-related accidents. OSHA and AFSC agree to establish an Alliance to use their collective experience to help
foster a culture of worker health and safety and accident prevention through a cooperative sharing of best practices and
technical knowledge. OSHA and AFSC will promote safe and healthful working conditions for Latino employees by:
- Helping Latino employers improve their knowledge of occupational safety and healthful principles and practices with the
goal of achieving compliance with safety and health standards and other regulations promulgated pursuant to the Occupational
Safety and Health Act of 1970;
- Increasing access to safety and health training resources and related materials in Spanish for employers and employees who
are not fluent in the English language.
Both organizations acknowledge that when English is not the first language of employers and/or employees in the United
States, access to training and information about safe and healthful practices may be limited compared to native English
speakers. To bridge this language barrier and other potential gaps in access, the OSHA and AFSC agree to work together to:
- Make available, through AFSC, to Latino employers and employees, safety and health publications, audio-visual and other
reference materials that are in Spanish;
- Offer a 10 hour Construction course in Spanish to Latino workers. This course will be provided by OSHA personnel in
conjunction with AFSC;
- Work with the local Latino community in the Newark, New Jersey area through AFSC Center as well as other faith based and
community organizations in an effort to enhance safety and health awareness within the Latino community;
- Encourage bi-lingual individuals to take the OSHA Train-the-Trainer course on either occupational safety and health
standards for the Construction Industry, occupational safety and health standards for the General Industry, or both, so they
qualify to teach Latino workers the respective OSHA 10 and 30 hour safety and health outreach courses in Spanish.
OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes
such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health.
These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance
with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with
the purpose of promoting a particular party's products or services.
An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine
working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet on a regular
schedule to track and share information on activities and results in achieving the goals of the Alliance. This agreement will
remain in effect for two years from the date of signing. This agreement may be modified at any time with the concurrence of
the signatories and may be terminated for any reason with 30 days written notice.
