The New Mexico Occupational Health and Safety Bureau (OHSB) and the National Utility
Contractors Association of New Mexico (NUCA of NM) consider safety in the workplace as an
utmost priority. With this in mind, OHSB and NUCA of NM recognize the value of establishing a
collaborative relationship to foster safe and healthful workplaces. OHSB and NUCA of NM
therefore agree to form an Alliance to use their collective expertise to help advance a culture of
prevention, while sharing best practices and technical knowledge to better familiarize and train
members in safety and health requirements.
This Alliance will enable OHSB and NUCA of NM to collaborate to prevent injuries and illnesses
in the workplace. The OHSB and NUCA of NM will work together to reach out, educate, and
lead the association's employers and their employees in improving and advancing workplace
safety and health, and increase the communication between NUCA of NM members and OHSB.
Through the OHSB Alliance, NUCA of NM will:
- Build trusting, cooperative relationships with the OHSB;
- Network with others committed to workplace safety and health;
- Leverage resources to maximize worker safety and health protection; and
- Gain recognition as a PROACTIVE leader in safety and health.
NUCA of NM will define, implement, and meet a set of short and long-term goals that fall into
three categories:
- Training and Education
- Outreach and Communication
- Promotion of Workplace Safety and Health
To achieve these goals, NUCA of NM has developed a training and education plan, and the
NUCA of NM's Safety Committee has developed a certification program, a training schedule,
and membership incentives.
1. TRAINING AND EDUCATION
OSHA 10 hour construction training certification over a six month period (January – June 2004)
REQUIRED TRAINING:
- Introduction to OSHA
- Hazard Communications
- Electrical Safety
- Fall Protection
- Personal Protective Equipment
- Competent Person – Spanish and English
- Trench Excavation
- Hand and Power Tools
- Confined Space Entry – Spanish and English
- Materials Handling Storage, Use and Disposal
OPTIONAL TRAINING:
- Lock Out-Tag Out
- Scaffolds
- CPR
- First Aid
Training classes that may be offered from July – December 2004 will include:
- Respiratory Protection
- Use of wire rope slings
- Work zone flagging
- Use of pipe restraints
- Fork lift operator training
- Use of pipe plugs and hydrostatic/air testing
- Trenchless technology safety training
- New Mexico Excavation Law
Instructors will include L.D. Alexander, Shannon Harris, Timothy Sims, Bill Ray, Bill Devinney,
Alan Wharton, Rick Pope, and Wick Baker. We will encourage bilingual individuals in the
Alliance to take the NUCA Train-the-Trainer courses in Spanish, and OSHA Train-the-Trainer
courses on Construction OSHA 10-hour in Spanish. NUCA of NM will utilize OHSB as a
Spanish training resource when available.
2. OUTREACH AND COMMUNICATION
This Alliance will provide members of NUCA of NM with information, guidance, and access to
training resources that will protect member employees' safety, and reduce and prevent
exposure to hazards of our industry, as well as increasing members' access to safety and health
information and training resources, which are specific to our industry.
- The Alliance will assist members with improving knowledge of safe and healthful work
practices and achieve compliance with safety and health standards and other OSHA
regulations.
- Members will have access to safety and health training resources and related materials,
such as publications and videos. Spanish materials will be distributed for members and
employees who are not fluent in the English language.
- The OHSB and NUCA of NM will work together to increase communication by including
OSHA personnel in Association membership activities such as safety committee
meetings, membership meetings, training seminars, and social events.
- NUCA of NM will develop and utilize a specific logo to be used for all OSHA Alliance
marketing materials, letterhead, and other uses. A sew-on patch suitable for uniforms or
jackets, and a decal for vehicles or hardhats for participants who have completed the
training program schedule will also display the logo.
- A membership plaque will be given to each company who is a member of the Alliance.
- The OHSB and NUCA of NM will work together to achieve goals related to promoting the
national dialogue on workplace safety and health by utilizing OHSB personnel and other
qualified speakers to appear at safety committee meetings and training programs.
3. PROMOTION OF WORKPLACE SAFETY AND HEALTH
The Alliance will encourage the incorporation of workplace safety and health into the
member's
overall business management systems, demonstrate the cost benefits and business value of
workplace safety and health, and focus on establishing and improving communication between
OSHA and Alliance members.
Options to training scheduled training:
- Completing the OSHA 10-hour construction program within a 2-day period.
- Make-up classes – a fee will be charged.
- Other classes will be offered on request or as required.
- "On-Time" training will also be available for compliance with contractual requirements.
Each registered Alliance member will receive the following:
- NUCA Safety Manual
- Tool Box Talks with updates
- Copy of current regulations that affect the industry
- CD formatted with Microsoft Excel template to track training of employees
- Personal Training file for each employee that attends training through NUCA of NM
- Alliance safety training every month – schedule to be included
- 10 Hour OSHA construction certification
- Additional training, i.e.: confined space, competent person
- Sample copy of certificate, wallet card, bumper sticker and hard hat sticker
- List of NUCA safety and training videos – rent at no charge or purchase discount
Members of the Alliance are required to be a member in good standing of the National Utility
Contractors Association and NUCA of NM.
The NUCA of NM Safety Committee and subsequent sub-committees will draft a document
formalizing the Alliance procedures, and establish methods to track, analyze, and evaluate the
Alliance activities. NUCA of NM will also form an implementation team consisting of
representatives from OHSB and NUCA of NM that will have the responsibility for developing
strategies and begin implementing programs and processes for meeting the defined goals.
